Civic Literacy Requirement
Students seeking an associate in arts, associate in science/associate in applied science, or baccalaureate degree must demonstrate civic literacy competency pursuant to Florida Statute 1007.25 and Florida State Administrative Code Rule 6A-10.02413.

Florida Civic Literacy Examination (FCLE)
Students are encouraged to take the Florida Civic Literacy Examination (FCLE) while they are enrolled in, or upon recent completion of, AMH 2010, AMH 2020, or POS 2041. Recent high school graduates who took and passed the FCLE in high school have satisfied the assessment portion of the civics requirement, but must still satisfy the course requirement. An official high school transcript must be on file and notate successful completion of the FCLE.
Students who have taken the FCLE at another institution must provide an official high school or college transcript that notates successful completion of the FCLE.
As of Fall 2023, the FCLE is now available to students who are currently enrolled in a dual enrollment program at Seminole State College.

Civic Literacy Expanded: Students With Prior Degrees
Students who previously completed the Civic Literacy requirement at a Florida College System (FCS) or State University System (SUS) institution are considered to have met the requirement. Because Civic Literacy is a graduation requirement, you must have earned a degree during a time when the requirement was in effect for it to count as satisfied.
For example, if you earned your AA or bachelor’s degree during the period when the civic literacy requirement was met by taking either the course or an assessment, you have met the civic literacy requirement.
If your AA or bachelor’s degree was earned before the civic literacy requirement existed, you will need to satisfy the requirement by completing both the course and assessment. If you have taken the course in the past, you do not have to retake the course, but will need to pass an assessment.
Note: AMH 2010 taken prior to Fall 2024 will not satisfy the course requirement, but credit for AMH 2010 earned through CLEP will satisfy both the course and assessment.
